I would have issue with hardened criminals or those who are likely to abuse any organs given to them, (George Best). If I could opt in but exclude anyone with a conviction for violent/sex offences then great.
Doctors are unable to make any moral judgements on who to give organs to, but they are able to refuse if they are not confident the recipient will look after their organ properly. It’s not foolproof but it is there.

A lot of people think that way. Always wondered why it's the eyes specifically.
Personally I don't think anyone should be allowed to opt out. Once the person is dead there's no need to keep them whole if they can help another. It's just a sack of meat once the brain is dead.
I wonder how many who have died could have saved another person but didn't.
People that opt out (through choice, not medical reason) should not should not get an organ should they need one.
