It was a Hijab. It doesn't cover the face.Its a security risk because thry could steal/shoplift/pickpocket/vandalize do anything.. and they couldnt be identified.. faces should not be covered.. its that simple.

As said, the father claims that others with looser clothing were let on without issue, and if so, that's a problem.It's at Butlins discretion who goes on the rides,if they felt there may be a problem then they can stop who they like.
