I think it was a very late move after taking the middle/left side.

Not sure it is moving twice.

Hamilton was able to brake out of it. If he couldn't then it would have been dangerous.

Vettel should be penalised but once the commentary start lobbying a certain view race control usually just go along with them so I doubt he'll get anything. Vettel turned left again to get the ideal line for the corner so it's fairly obvious Vettel moved purely to try and squeeze Hamilton into the wall as he does.
