Western European countries aren't corrupt so won't pay bribes unlike Russia, Qatar, etc where corruption and bribery is just part of the culture

Aus is a good shout but a logistical nightmare just with the distances involved.

UK would be great for this, good transport links short distances between venues, and more top grade stadiums than you can shake an excrement covered bit of tree at.
