You are actually on to a good and sensible point. Owners of Magnetic GPS trackers are apperently advised not to put them in wheel arches and in other areas... So I'm guessing most people still put them in wheel arches

Only other thing I can think of is covering damage from a hit and run maybe?

Even if you were selling it on sharpish at night someone would have a quick walk round and say 'whats all this tape for mate?'
 
Might be getting the car prepped to be lifted quickly on to the back of a truck. A friend's car was stolen/recovered using key from driveway and every arch was creased outwards/scratched when recovered.
 
After seeing that and that hes wearing a high a high vis vest. 100% they changed the plates and protecting the rims to ship that to eastern europe especially given the type of car

Seems like a lot of effort for a 15 year old diesel Audi. I assume the value would be in the component parts rather than the car itself?

Why didn't you ask them? No neighborly spirit nowadays.
I really should have offered them a cup of tea and a ginger nut.
