i would be surprised if he hasn't displaced, and caused issues with the thermal application and although temps are reported as low, there is major throttling going on to keep them there.
Thus the awful performance.

wouldnt we have seen temp spikes in the images twills provided, i'm on a 3900x granted a much beefer cpu but with all 3rd gen ryzens if not cooled properly they hit thermal limits very fast, der8auer tested this in a youtube video where he removed the cooler entierly from 3rd gen cpu and temps when supernova quite quickly and to amd's credit the cpu did work for a while (down clocked to around 3ghz i think and voltages dropped dramatically) but eventually the cpu temp caused his system to shutdown

would suggest he did something to break it, rather than something not working from the start

the only things that pop into my head would be the psu and ram, earlier in the post he said that ram temps where in the 50's under load which is a tad warm to be fair.
He was runing a vs650w bronze unit from corsair but looking back at his specs, i saw a msi evoke 5700xt, i looked on msi website and it suggests a minimum 750w unit as the card will pull 225w without oc'ing, from this he has bought a gold 750w rated psu evga brand i think which should be arriving today, if that dosnt fix it a cpu/mobo return could be on the cards.

i aslo asked if all the standoff's in the case wher in correct place's and to check the underside of his board to check for scortch marks, he said all standoffs where correct but missing on on the bottom coner of board, he's yet to see the undersided of the mobo but did say he'd check it

Hi guys,

Pulled everything out of the case and get it back on top of the mobo box with the anti static bag.

Hasn't helped, cinebench is still only getting 900 ish score - should be way into the 3000's. At this point im thinking it isn't software related but I don't know how to determine if it's a damaged CPU/Mobo/PSU - Im going to Prime a new PSU and test that. Power setting is AMD high performance.

THe GFX card is fine temp wise from what I can tell. Cinebench doesn't even get it hot enough to spin up the fans and the ram temps are in the 50's

Temps are all fine when running Cinebench and stress tests on both Mobo and CPU - But the CPU is pulling low wattage right?:

42 watt max power :eek: , defo something is wrong, either it is thermal issue (cooler, thermal paste) or power plan (could be bios related)
 
i've had a brain wave @Twills if you can navigate to power options in control panel, to the right of amd ryzen high performance click on change plan settings, below the two options of turn offf display and sleep click on change advanced power settings, once you do this a windows will open called power options,
within this window scroll down to prossessor power management and click on minimum processor state, change this to 100%, and do the same for maximum proccessor state, change to 100% also

see if the above helps, also how did the install of the 750w psu go?
 
I’ve been reading this thread and wondering you have pulled the whole system out of case etc have u reseated the cpu to me it either a cpu failure or you have Bent some pins on the cpu.

most motherboards will give other signs of your psu not giving enough power crashing is normally the main one but they also will tell you if u don’t have enough juice though the 4/8pin cpu header

but I honestly think this is a cpu issue either the cpu needs rma or you have bent some pins
 
Update,

No damage to board
PSu havnt fixed the problem and the CPU has started randomly dropping to 0.54ghz again. Sending the CPU and Mobo back :(

oh man thats really bad news to hear, dont be too down though once the problem has been located either with cpu or mobo you'll be back up in no time, just follow the advice and dont use the anti static bag to place the system on during testing, i've read up and ppl have used the method before with no ill effects but just to be safe dont repeat it just in case, far better just to use the top of the mobo box instead.

just a side note did you try adusting the processor power management settings? if not give it a go and if still no joy its rma time
 
Hello Everyone!

I have an update, and its good news!

After having to advise the parts company how to test for the fault I was getting they agreed there was an issue and sent me a new board (there only comment was that the board was holding back the CPU) Finally getting good cinebench 20 scores 3550ish mark!! :D:D:D:D:D:D

But I have a new issue and it seems to be a common one! CPU temps are high - I'm idling at high 40's, haven't had time to do a proper stress test (Forza horizons 4 made sure of that), from the reading I've been doing these cpus are over volted and it might be worth undervolting? seeing 1.45+ in HW monitor even with the latest bios.

That or I'm just going to splash out on an after market cooler - considering I didn't have to shell out for a new board or CPU that's a small price!
