I doubt hes trying to smuggle them in a refrigerated truck. They most likely broke in not knowing it was refrigerated and it was then locked on the outside and they couldn't get out.

AFAIK the fines for inadvertently bringing one in are huge, so the driver is in a lot of trouble.
