What Corsair PSU is it? There's a lot of different models made by different OEM's under the Corsair brand.
It's a pretty solid PC, a 2070 or 2070S would fit the bill nicely assuming they're within budget.
If the PSU you're using is decent you can just keep it, 550w is plenty for that system.

I got the power supply from you on 23/04/2014 i might buy a new one but not sure i can go up £200-400. Corsair RM Series RM 550 80+ Gold Power Supply CP-9020053-UK BUT The fan has never been turned on or even spins in the time i have had it.
1650 Super/1660 Super then. Both are solid picks, up to you what you're comfortable spending.
There are not RTX Cards......
Thought you said you want RTX card not just a card.
Should still be fine and well within warranty. Corsair is 10yrs I believe.
Just grab a 2060 super. Won’t have any issue at 1080p 60hz.
If budget is an issue then 1660 super.
As mentioned above by @Panos the 1660 isn't an RTX card, although at this point I'm a little confused as to what exactly the OP wants.
The PSU should be fine, unless there's specific issues being had there's no need to replace it.
For a £400 RTX card the following would be worth considering:

@OP: Do you actually understand what is meant by RTX? It's the moniker given to Nvidia cards that support real time ray tracing, I think it's important to establish whether or not that is what you specifically need/want or if you're just looking for a GPU upgrade in general.

Actually also can get a good 5700 non XT for less than 300
2060S is as fast as the far cheaper 5700.
For £375 you can buy an AIB 5700XT which is faster and save some money also.

Not a bad price, prior to that the cheapest OCUK 5700 was a blower/stock card for £320.
Not a massive difference, technically the 2070 is a little faster, but a higher end 2060S will probably match or beat a lower end 2070.
These cards don't use a lot of power and don't generate a ton of heat, so a smaller form factor isn't that big of an impact on them as many would think. The MINI will perform just fine, and if it's the Zotac version you're looking at it has the added benefit of a 5 year warranty compared to the 2-3 of most brands.
They both use the same chip, but the 2060 Super has a few more cores disabled. This boils down to about 4% performance advantage for the 2070. All in all, you can pretty much think of them as the same thing.
