1650 Super/1660 Super then. Both are solid picks, up to you what you're comfortable spending.

If budget is an issue then 1660 super.
As mentioned above by @Panos the 1660 isn't an RTX card, although at this point I'm a little confused as to what exactly the OP wants.
The PSU should be fine, unless there's specific issues being had there's no need to replace it.

@OP: Do you actually understand what is meant by RTX? It's the moniker given to Nvidia cards that support real time ray tracing, I think it's important to establish whether or not that is what you specifically need/want or if you're just looking for a GPU upgrade in general.

What's the difference between a 2060 super and a 2070 as they seem to be priced very closely?
