If they both have the same power limit then they would both perform the same with overclocking.Hard to tell without reviews.
The OC is a great card, but is it worth £40 more than the standard?

My gut feeling is that the standard version will clock to OC levels anyway. Its the one I'd go for, on the other hand, if you only keep the card for a couple of years, an extra £40 isn't worth fussing over.

Only reason to go for OC edition is it may arrive quicker due to less people ordering and the fact that you get a tiny oc out of the box which means nothing as you can do that on the non oc version yourself.So what's the consensus. There is a big difference between £30 and £150 for starters. But otherwise how can it be a TUF decision when every piece of information out there shows it is the same cooler just with an extremely small factory OC on it? I am almost certain they will not bin the gpu's between OC and non OC. The bining if anything will likely be between TUF and Strix.To be fair im kind of with him as its a lot of money to spend especially if you have easily have on hand and have saved for this particular reason. You want to make sure you make the right informative choice about the card as its gonna be in your system (when ot finally arrives) for atleast a few years.
Im also stuck between grabbing the asus tuf or stomaching the extra £150 and getting the base strix which would mean a downgrade in other parts of my system like fans and extra storage which to be fair are not priorities

I wouldn't over spend. The base TUF will do the job. The difference will be just a few fps between all the cards. No reason to spend an extra £150.
My logic was the MSI Gaming X Trio which is often benchmarked against the TUF Gaming OC is around £100 more and yet the difference between the cards is only around 2-3%.

Anyone know if these 2 are the same except one is OCed a bit?

From what I've read there are 3 bins but they are not separated like the 20 series what they have said is its purely silicone lottery you stand a 60 percent chance of getting a good chip 30 percent change of getting excellent and 10 percent chance of getting average.i replied in the other 3080 thread but there are three chip bins for the 3080 and it’s not clear which bin is on which card - yet.
ordinarily Asus will only put binned chips on the Strix OC but this time around, as there are at least 3 bins the situation won’t be clear until the GPU scene gets a database going of all the chip IDs fitted to each board and identifies which bins are going on which cards.

neither has 370w. Only the FE has 370w. I think the ASU’s cards are both bios limited to 340w

It is also worth noting that the codes are only valid till the end of October (I think the 29th?), so unless that date gets extended by Nvidia and Ubisoft, many might not actually get the card in time to redeem the code even if they have one.
