I don't think H&S exists in that part of the world for the workforce, who are mostly forign and poor. Quite a few people have DIED making the Qatar world cup stadiums :/

It would likely bounce off like the Kubica crash, but ultimately, who knows and of course there should be absorbent material.

Can't they have a better solution these days than a steward in a firefighters coat and a little fire extinguisher?

I understand you can't have dozens of experienced fire fighters on each corner but that doesn't mean they can't do something. Drones with little fire suppressant tanks for example - if they kept them in the air rotating round the circuit they could be on site in seconds - and seconds later more on site (swarm like). If they put a flame detector in the drone they could be close to or entirely automatic.
