How can councils justify this?

Businesses objective is profit for the people at the top generally, I can assure you, running a government like a business is a terrible idea. Look how Donald Trump worked out.

You get government offices where a manager has come in from outside still stuck in the private sector mindset. Worrying over every bit of money. Profit and turnover isn't a thing in the civil service/public sector. Some places do make money selling services abroad (some bases make millions a year training forign troops), but it isn't for themselves and they don't get to spend it.

Oldham Council recently purchased a private shopping center for over £306million (oct 20)

Not correct me if I'm wrong but isn't the high Street dieing, so why buy it and bail out a private company when it could have a, been purchased by another private investor or b, but it for a fraction of the cost as there would surely be no/few bidders for it...

They didn't pay £306mil, and the plan is to repurpose the building as part of a regeneration effort.

Councils weren't exactly known for their efficiency before the tory cuts, they might have made things worse but they aren't the cause of council inefficiencies.

When I worked for the local council it was a Labour government and, before the last election, the council around here has been Labour since pretty much the beginning. So how do the tories figure into that?

Not in terms of profit but there should be some kind of accountability, maybe some sort of independent reviews of those high up in the council.
