if the keeper is jumping around, and is airborne when the pen is hit, isn't that a retake?

Dont think so, i think the rule is that they cant be forward of the line, they can be 3ft in the air as long as they are level with the line. The rule was brought in to stop keepers creeping forward and reducing the goal size more than anything.

I thought the rule was a foot (static) on the line when the ball was struck

No, this is the rule

"When the ball is kicked, the defending goalkeeper must have at least part of one foot touching, or in line with, the goal line"

So you can see, as long as the keeper is "in line with the line" they can be on the ground or levitating in the air, I know commentators keep saying "on the line" but it doesnt mean "ON the line"
