23mph in 20 zone :(

Talking about 20 MPH... there seems to be 3 vehicles that regularly do a Sunday evening/night run along the same road which do 20 MPH in a 30, 35-38 everywhere else (which is mostly NSL), I'm guessing having left the same place at about the same time they are spaced 100-300 yards apart so most nights getting past one doesn't gain you much - seriously need to hand their licenses in.

First one tonight at one point left a huge stink of weed in their wake as well :s managed to get past them tonight but I'm not proud of the overtaking :(

Well since your stopping distance is around 3.5m shorter at 20mph then perhaps you woulnd't hit the child at all?

In studies its been shown deaths dropped by 63% in areas reduced from 30mph to 20mph and injuries dropped by 15% but difficult to know how many the 3mph would make but it would certainly be more than 0.

Whilst I understand where you're trying to go on this, the reality is that there's a need to have a simple to understand and defined limit.
After that, it's whether we consider it a free for all or not.
Unfortunately, too many of the drivers on the road seem to fall into the "lemming" mindset, and will follow the car infront, regardless of what speed it's doing. The implications being that some of us need to try a "set an example" by following the rules. Otherwise, the roads will simply become more anarchic in how they're used.
 
I'm surprised there isn't a warrant for your arrest to be honest.

Something they have definitely never ever done, ever, probably, ever.

Yup, sadly, the reason behind these 20 mph zones that most drivers are unable to engage their brain and drive to the conditions, and will simply see the limit as a target. 30 mph is too fast for a narrow residential road outside a school at 8.30 am with poor visibility due to cars parked on either side (based on some of the roads around here, so is 20!). A few hours later, there are no kids around, and visibility is great; most of the parked cars have moved because people have gone to work - the conditions are completely different. It would be lovely if everyone had the common sense to adjust their driving based on this, but unfortunately we need to cater for the lowest denominator.
 
Where I live got made 20 last year, it felt really slow at first but used to it now. There's still a few people who sit right on your bumper when doing the limit.

I don't know about extra damage but the extra stopping distance for a small increase is surprising, they went through it on my speed awareness course.

Impact energy and stopping distance go up as the square of the speed. So the braking curve is also quadratic - most of the braking happens late on. I think my SAC instructor was a little disconcerted how I could do the calculations in my head... So was I actually, at my age.
