He didn’t mention lanes. You can overtake on the right or the left. There is no offence of “undertaking”. The offence is overtaking/passing on the left.It's unlikely the op is talking about a circuit, and circuits technically don't have lanes so...

Passing a car who’s driver refuses to enter the empty inside lane on a dual carriageway for miles and miles, even after you’ve flashed them to move over.
Its only an undertake if you go to the left lane to gain a positional advantage and go back to your lane.
I believe the guidance to police was updated a few years ago to say that passing on the left isn’t an offence.Is it an offence though if you are cruising along in the left lane doing say 70mph and at some point pass a car that is doing 60mph in the right lane?
