I think you may have been discussing “passing on the left”.

"Passing on the left" isn't wholly accurate. An undertake manoeuvre would require the person to pass on the left and then return back to their previous lane.

No, that’s still an overtake, just on the wrong side of the vehicle. If you were on circuit you wouldn’t call it an overtake on the right and an undertake on the left.

He didn’t mention lanes. You can overtake on the right or the left. There is no offence of “undertaking”. The offence is overtaking/passing on the left.

Is it an offence though if you are cruising along in the left lane doing say 70mph and at some point pass a car that is doing 60mph in the right lane?
 
This is the argument I had with a friend passing on the left is not undertaking.

Its only an undertake if you go to the left lane to gain a positional advantage and go back to your lane.

This is my understanding too. Otherwise if a car is going slower in the right lane technically you’d have to slow down, move into right lane behind the car and wait until they move over to pass them on the right.

I believe the guidance to police was updated a few years ago to say that passing on the left isn’t an offence.
 
It’s simple.

I am in the middle lane of a motorway for example and car in same lane in front. I can go past on the right (overtake) and legal, I can go past on the left (undertake) most of the time illegal. There are circumstances that it might be legal, but most of the time it’s passing a car on a 2 lane or 3 lane road on the left and not allowed in the Highway Code. USA is different.

There is a bit on my route to work where it changes to a dual carriageway and people tend to sit in the outside lane at 40MPH (or even less) for about a mile or so before taking a turning off right at a junction causing all kinds of chaos. Ultimately people have no choice really but to undertake them.
 
Use basic commonsense!

If your stuck in lane 2 or 3 and someone ahead is slowing all the traffic down in your lane you can move into a vacant left lane & gradually without breaking speed limits creep by them if they are too stubborn or ignorant to notice their rear view mirror is full of traffic. I doubt you would get in trouble for that.

What you would get into big trouble for is over taking on the left with a massive speed difference though!
