Because he's started off there with a different mission objective, which is to take over Ukraine, not flatten it. But they will if they want to.

You can’t control everything some money may find it’s way to the “regime “ but I think largely people a denouncing Russia involvement. It’s about limiting casualties and further escalation into nuclear war.However how do you prevent the use of civilian banking (SWIFT) to fund the regime?
Perhaps there's an argument for SWIFT to be a block chain, specifically designed to ensure the source of the money is known and the path through which it has travelled is known?
