Last I heard they still have an issue with scaling those systems - they are capable against a small number of missiles but waste a lot of kill vehicles trying to intercept the same target in a large scale attack - and that is with Western sourced semiconductors - without the system is more limited again.

It is possible the yes men have over-sold the capability to Putin and it has influenced his behaviour thinking they can defend against and mitigate the worst of a nuclear attack.
