I have eight CAT6 cables popping out of a hole in a wall (plasterboard) under the stairs, what's the best way to terminate them? Initially thinking of two 4 way face plates, one above the other but is there a better way?

You would mount the patch panel in a cabinet or open rack, either of which can be wall mounted. Look up wall mounted racks, if you only need the patch panel a 1u one will do however I expect you have some devices that could use some space to sit in ones with more shelves.

If you don't have any need for a rack/cabinet, then these desktop style patch panels can work nicely as an alternative. It can be wall mounted to if needed.

Tbh I'd just go for whatever will look tidiest for where you have these runs coming in. If you think two 4 port Cat6 faceplates will look neat, then go for that method. If it's in a cupboard or out of the way, the patch panel might be preferable.
