I find the communications problems, especially secure ones, Russia are having a little puzzling - albeit military comms even in the best conditions are often less than ideal. In the build up they spent a good week setting up a large scale R-4xx based secure link network and mobile communication/command units, etc.

Some say it is because the first units were told it was training and so didn't bother to bring encryption keys/modules/equipment but I don't really buy that - at least in my experience that isn't left to individual troops to decide on at an overall level.

If some of the claims are to be believed their tanks/trucks don't have any sort of GPS type system either (things that are meant to be built into them), which would tie in with smaller, expensive, high tech parts simply not being there to be deployed.

My guess is that a lot of that tech was available on paper, but either had never been made/bought/delivered to the units, was made but failed/damaged and not replaced, or had been delivered but then sold off.

You can't really hide that you've not delivered a tank but you can hide that you've either not delivered half the electronic systems in the vehicle or that you've potentially delivered it to storage with them, then stripped them out to put in the next delivery.

There are a lot of ways you can potentially fiddle the books with military procurement if you can for example count things multiple times, and it's looking like Russia has entire military facilities that are being paid for but aren't actually operating.

RE Russia's army..

Well, I guess those is what rampant corruption and cronyism looks like in the cold light of day. People were probably siphoning money from the military budget, and I doubt many army leadership positions were given on merit...

The ICC is the only international court with jurisdiction to prosecute individuals for the international crimes of genocide, crimes against humanity, war crimes and the crime of aggression.

https://how-the-icc-works.aba-icc.org/

Reads to me the crimes of Putin to this point, he could well comit more atrocities yet, are 100% under the ICC's jurisdiction.

If it was not in their jurisdiction, why is the ICC investigating said crimes with view to prosecution?

The simple fact is though, the court has to prove "intent".
And that is incredibly hard to do.

But reading the above articles, Truss is correct, the ICC route is the way to go currently, as the other tribunals mentioned, do not exist yet, but the ICC does exist, and is currently investigating.

From your article link above :-

However, it is extremely difficult to prove intent to commit war crimes. So difficult, that only six people have been convicted by the ICC and served sentences.

Can Putin be prosecuted for crimes?
There is also international criminal law. Putin has committed the crime of aggression by launching an illegal war, and any Russian war crimes on Ukrainian territory are within the jurisdiction of the International Criminal Court (ICC).

But Putin will not stand trial before the ICC for aggression, due to the court’s narrow jurisdiction.

Uniquely, the aggressor state and the victim of its actions must both accept the Rome Statute (the treaty that established the court) and its jurisdiction over aggression. While Ukraine has accepted the ICC’s jurisdiction, Russia is a not party to the Rome Statute.

So, the ICC has no jurisdiction over Russian aggression without the Security Council referring Russia to the court as a non-party. And, of course, Russia can veto this action as a permanent member of the council.

While the ICC also has jurisdiction over war crimes, tying a president to the crimes of foot soldiers is complex and not something the court has ever succeeded in doing.

This is why she has no clue what she is talking about. So Truss was wrong and he even tried to explain that to her at each point. As you see from the video.

One should think that Putin ought to know by now the cost of his government's corruption on their military's ability to sustain a modern war, but I guess a narcissist would hardly blame themselves so presumably he's blaming everyone else for the lack of equipment on the field, assuming they ever existed at all. The problem with this being that after nearly a century of blaming everyone else almost the entire country has this mentality, so as no one takes responsibility (reasonable I suppose if the result is 'suicide') they just waddle forward with million dollar death traps because there is no other option.

This rather impressive example needs to be part of some mandatory civics course for the UK as we've apparently fallen into a similar mindset at the top with no notion of gravitas or the truth.

Do you have any links with more information about their secure comms network?

Shocking that. But they need to rally more. If they could get a million people to turn up to a protest, they wouldn't have enough police to control it.

Give it some time and you will see a civil war in Russia and one in Belarus not long after. The people are trying in Russia and just a matter of time the numbers will get larger and larger, this is what he is scared of happening and hinting at martial law in Russia, but of course he stated to his people it was not true.. Blaa blaa..

Civil unrest will happen and will turn into a civil war once all these sanctions hit the civilians in Russia and the job losses that are happening there now due to foreign companies pulling out. More to come and more horrific events in Ukraine and soon you will see some coming out of Russia and this is why he wants to cut the internet to the outside world so the images of his own civilians being murdered or beaten don't get out.
