I'm not hugely knowledgeable about the US senate and how they get stuff into official law, but I'm guessing here it's a draft proposal that hasn't been approved yet?
It would indeed be big news if US was branding Russia as a terrorist state in a truly official capacity.
I could be wrong though!
Many in the middle-east would see America as a bully.

Putin hasn't given much indication he will stop at the Donbas - quite the opposite in fact - you can't ignore the comparisons to history he has been making and their implications and his recent talk of a strategic pause to regroup before pushing on [beyond the Donbas].
Russia has left very little room for any real negotiation - I guess you've forgotten there were attempts early on, which the West had very little to do with, with Russian and Ukrainian representatives mediated by Turkey, etc. and Russia basically said roll over or else... and used every attempt at negotiation to game the position on the battlefield rather than to try and find a genuine way to reconcile the situation...
It takes both/all sides to enter in good faith for negotiations to be worth anything and it only ever leaves the question of where people's agenda lies if they try to distract from or ignore that point.
His way to "protect" and "save" that area seems to be totally flatten it.
Most of the areas totally flattened are 90% Russian speakers so there goes his saving them excuse.
After stirring things up in 2014 after loosing the pro-Russian stooge, he's let the usual warlords rule those places like in Chechnya.
While it is hard to see any endgame, the level of cynicism displayed Putin ever since got put-in to power - by what looked like a callous false-flag of blowing of Russian apartment blocks - is on a totally different level than even the worst Western leaders were ever capable of. Hard to negotiate with someone like that. If he didn't have nukes, he'd be big trouble but because he does, the Russian Federation will continue to be run like a total mafia state.
As for 2014 itself, I guess it was very cheeky of the Ukrainians to think they could escape Russia's imperial clutches. After all, the destiny of countries neighbouring imperial states is to be their vassals for eternitiy.
They had a number of talks, attempts are still ongoing - Turkey has put significant effort into trying to facilitate it albeit likely out of a mixture of regional stability concerns and Erdogan's own agenda.
Zelensky offered that as a concession, weird how the Russians haven't left yet. Nato being such a threat and all that they're currently moving troops out of bases next to Finland who are soon to join. Odd that, almost like Nato membership was a bs story to sell to the gullible.
He made a play for the whole country and failed then flattened most of those areas in the East you claim he wanted to 'protect'? And you call other people morons?

Before the war (the level of Russian dishonesty is so bad that they won't even call it a war), it might "only" have been low level disappearances, repression of languages, etc. like happened in Crimea.
But now after they didn't roll over back in February?
I think surrendering would lead to very very serious repression. Obviously, lots of countries are capable of repression but with Putin being former KGB, nostalgic for the past and so on, then repression at the levels of Ivan the Terrible, or even Stalin can't be ruled out.
Can't blame the Ukrainians for not wanting to surrender.

What was? you don't run an operation like they did at Hostomel as a distraction... there are a lot less costly ways of doing that which have the same effect.
Unlikely given the opening operations seem intended to head shot Ukraine's government and military leadership amongst other things.

I think it's fair to say that almost nobody want's to get nuked... and that includes Putin and his Chiefs, they know the result of MAD just the same as we do, nobody wins.

But I tell you what, let me know which countries NATO has surrounded with nuclear weapons then attacked and we can see if that aligns with any fears thats what they are upto with Russia.
