Because there getting a handful gen4 fighter jets? The one thing this war has shown us is it's difficult to get control of the sky's due to advanced anti air systems, I'm not sure a handful of f16's and f15's would change that.
It will if they send over Maverick.
If they get ATACMS then that will force Russia to waste even more resources on defending Kerch bridge that they then cannot use on the frontline and since they know privately that their systems are probably compromised they may start considering wrapping up the offensive.

Also if Ukraine gets some surplus F-14/15/16, F/A-18 or A-10's then that opens up the possibility (though I do not think they have the courage or stupidity to test it) for the US to get revenge for the USSR pilots who took part during the Korean war.

There is a map showing where these missile attacks are happening. Literally none of them are anything other than a terror attack (Intended to kill/scare civilians). These places are not military targets or infrastructure.
