You can't issue a serious penalty in the first year of a rule change, if the rules are full of gaping holes that the FIA hadn't thought of.
The rules should have been cast iron from the beginning (instead I believe there's been some revisions that have come about during the extended auditing process)
How can you have a 'different interpretation' of a price cap?
Isn't it just a case of, "This is what you're allowed to spend. Don't go over it."?
