How can you have a 'different interpretation' of a price cap?
Isn't it just a case of, "This is what you're allowed to spend. Don't go over it."?
Maybe (no, probably), I'm looking at it a little too black and white.

Maybe I should ask my boss to double my wages since I misinterpreted what I was actually supposed to earn.

Of course, nothing will happen due to lack of evidence or some such nonsense.
because its very easy to move things around on a budget sheet, or reallocate resources elsewhere onto another budget sheet.
Where I work we have staff across several budgets and are changing near yearly where they are put in order to facilitate the increased spending elsewhere if required.
Not breaking any rules, would pass any audit check with all put a few questions and provides a massive safety blanket for the entire organisation.

Toto was talking about firing people because of the cap. In my professional experience I think thats bs and they were letting them go regardless.

Yes resources can be allocated to different dept's at different times but surely the bottom line stays the same?
I haven't read the rules are specified by the FIA to be honest. Maybe it's written in a typically convoluted way :)
 
I always wonder what's stopping the richer teams from setting up isolated research and development departments, off the grid, entirely separate from the operation, so not part of the budget.

They could then work on X or Y, and if something seems promising, 'drop the idea' into the team department. Essentially meaning development and research without any extra cost.

You mean like aero and carbon manufacturing for an Americas Cup boat (seems far fetched but i'm sure there are some transferrables), or a non-regulated hypercar for track only purpose?

A fine is most likely. It'll pay for the fancy dinners at the next few FIA galas.

With an update to the rules to clarify that future infringements will be strict, such as DQ, to avoid other teams assuming cost cap+5% is the new cap.

Ergo, they get away with it.

Didn't either penalty result in the change of points deduction?

The option is there but i'd be absolutely amazed if they used it for an overspend figure like $1million, public reprimand and a token fine incoming if it's minor IMO.

(b) A "Minor Sporting Penalty", meaning one or more of the following:
  (i) public reprimand;
  (ii) deduction of Constructors' Championship points awarded for the Championship that took place within the Reporting Period of the breach;
  (iii) deduction of Drivers' Championship points awarded for the Championship that took place within the Reporting Period of the breach;
  (iv) suspension from one or more stages of a Competition or Competitions, excluding for the avoidance of doubt the race itself;
  (v) limitations on ability to conduct aerodynamic or other Testing; and/or
  (vi) reduction of the Cost Cap, provided that the penalty specified in Article 9.1(b)(vi) shall only be applied with respect to the Full Year Reporting Period immediately following the date of the imposition of the sanction (and subsequent Full Year Reporting Periods, where applicable).
 
So when horner was saying red bull have not over spent all weekend. Just lies to Tue f1 community.

If they do fine then then "clarify" the rules this sport really is gone.
