How many points would they need to take off MV in 2021 to give the title to Lewis?

8 to equal, 9 for Hamilton to surpass.
They haven't won that either. This is for last year not this year. Punishment needs to effect last year.
Unless they overspent by £50k or something they should dock both drivers a significant number of points. They obviously won't but they should.
Verstappen only won the title by the skin of his teeth so any advantage gained by their overspend will almost certainly have made a decisive difference in the championship.

While I'm not saying they should be stripped of anything - There is no way you could disprove that money wasn't spent developing the next years car. It's a common occurrence in F1 to work on the next seasons car in advance.
Then apply same punishment to both seasons. If red bull get away with a light punishment then the cost cap isn't 145 mill. All teams will exceed it this season. If they give red bull a light punishment then say but from now on... that is favoritism.
What happens when a driver is a small amount under the fuel sample required? Excluded?
This is more serious, as you say it can effect multiple seasons. They could have an advantage for the next 3 or 4 seasons by getting more development in by spending a minor amount more.
I wouldn't put it past RB to have actively thought "this is the regs for the next XX years it's worth overspending and seeing what the FIA do". Which is exactly why the FIA should come down on them like a ton of bricks. If the FIA can prove they overspent by the quoted $2m, imagine what else RB have actually hidden.
I'm actually growing tired of F1 and its politics now. Every week there seems to be something crop up where there's a raging debate rather than focusing on the driving. Mostly caused by the FIA and F1 management, I might add.

The punishment should prevent other teams for even thinking about doing the same, so if the FIA ends up offering a "slap on the wrist" then expect other teams to follow suit and do the same - let's face it, an additional 5%, especially in R&D/manufacturing/development, would make a huge difference to a team and the WDC/WCC.
What i think will now happen is, a "slap on the wrist" will be given out and the financing rules will change and tighten up to close any loopholes or "greyness". Problem with that, it'll just tarnish RB's latest WDC('s).
Yup, it's beginning to play out like a reality show with manufactured BS drama rather than an actual sport.

Cynic in me says - after some behind the scenes discussions hence the delay. I really wouldn't be shocked to find out (leaks etc a few years down the line) it was more than the 'minor' $7.5 Million (seriously, that is not small amount) but Red Bull did their usual threats of leaving etc.
I can already see the outcome... nothing done to Williams and Aston Martin and Red Bull loses their 'constructors points' from last year... second place doesn't mean much anyway. Maybe a fine which is not part of the budgets for following year.
Makes it look like FIA have done something but in reality it doesn't affect the outcome of last years championship or this one (even though Red Bull have basically cheated their way to the titles) and allows F1 owners to keep the focus on Max Verstappen for a few more seasons... all for the 'show' of course.
No team will be able to make up a shortfall of $7.5million dollars of development when the rules are set for x years from now and if another team overspends this/next year they'll get the 'real fine' that RB should get now....
It will likely end up being stupidly comical no matter what happens though.

Wouldn't losing the points from last year result in them basically being chucked out of the constructors championship for '21?
That's where all the prize money is derived from
I'm sure FIA will come up with some sort of 'magic' solution to that if that's the way they decide to go....
