In a top heavy command structure like Russia it is entirely valid to think Putin is signing these strikes off, perhaps not every individual act but a general order to subordinates to terrorise Ukraine would be more than enough responsibility.Some people genuinely Putin himself is individual selecting the target for each missile and is deliberately programming a maternity ward.
The truth however doesn't feed their hate so they won't believe it - an Intel source has info that "something s happening at xyz co-ordinates" and passes that data to the military saying "hit these co-ordinates", a random low ranking Russian officer types them into a computer, the computer gets connect to a missile and the co-ordinates are sent across, eventually another low ranking Russian officer (pilot/ground) launches the missile and its upto the quality control of a random bunch of Russian factory workers to see if after launch the missile goes were it was aimed in the first place or hits a random location.

Indeed... But if we & the rest of 'the west' were to spend even 10% of what we're losing / spending to mitigate the economic impact of the war on a crash manufacturing effort to produce more missiles and other much needed materiel then they might as well grow on trees.
I can see arguments for not going too overboard with support for Ukraine, but at the same time it's very frustrating to know we could be doing a whole lot more to help them... And at this point I think we should be doing even more.
