MOT - This is ridiculous

They missed it. They're only human and the test isn't exactly very long/thorough. Add in the car being driven in straight out the rain etc and I guess that's why they missed the cords showing.

Personally i'd tell them but wouldn't report them. I would be having words with your daughter about basic car safety checks though.
 
The test is plenty thorough, and there’s no excuse possible that the tester has missed those cords, none at all.
If he’s failed to check the tyres properly (which is arguably the easiest thing to check) then what else has he failed to check?

Nah first tyre there is no way you miss that damage once you see the general state of it if doing your job proper. Second tyre I'm on the fence on in respect to maybe a well meaning, if maybe misguided, tester thought someone might take the hint to replace it maybe.

EDIT: Near where I work is a layby that cars often get shunted to pending recovery from an accident blackspot - I often note tyres in this kind of condition on the wrecks and wonder if they were a contributing factor.

Why is she driving around with tyres like that in the first place. It’s her responsibility to ensure the roadworthiness of her car.
Is this a serious question? Why do you think she is? Why do you think shed loads of people do? Because the vast majority of car drivers do not maintain their cars as know little about them and in fact DO rely on the MOT to crack down on illegalities like this. It's not right no. In an ideal world everyone would maintain their cars but come on, tune in to sanity FM.
And you let her drive on that for thousands of miles without any basic checks.

No washer fluid and bald tyres are inexcusable danger to everyone else on the road & deserve points on your license.

What's annoying about washer fluid is that sone cars still don't have sensors. My wife's 2019 fiesta doesn't for instance so I just top it up when I do mine. I'd have thought something like that would be standard on every car these days.

My old Astra the rear used to run out first so at least you had a bit of a warning but yeah it is a pain when I'm half way through my commute in this dirty weather and I find I've got nothing coming out of the front or rear in this car.
