That brown-envelops and straight bribes have been so old-fashioned here for ages should be common knowledge by now surely? Always a bit suspicious about the likes of Transparency International's various indexes: some countries do their corruption differently so focusing mostly on "straight bribes" makes those indexes and reports questionable.
Of course, "advanced" economies usually have such a big pot that for the average citizen it is not as huge a burden as, for instance, Sierra Leon (the worst country according to TI's Barometer: https://en.wikipedia.org/wiki/Global_Corruption_Barometer) where 84% of respondents said they had had to pay bribes. In the UK it is "only" 5%.
Still, this is only somewhat tangent to Russia's war in Ukraine.
Well fortunately there's actually a ranking system for corruption by country, and anyone who thinks the UK is "as bad as anyone" is just demonstrating how clueless they are on how bad corruption is around the world.
