That's true if it's a one off. But once addiction has set in then it's very hard not to descend into deeper problems. No-one goes into it thinking it will start to control them. No, I think you have it perfectly solved - Ban the dangerous drug types, and then insist that anyone who uses them has to get a licence and training.If only there was a safe way to regulate the market with some form of control and then at the same time educate the public with facts rather than the nonsense they've done for years.
