I would say that RDNA is a fantastic buy for anything other than raytracing. It can do it but your stuck at 1080p for any worthwhile fps. Regarding upscalers, i find FSR 2.1 to be almost as good as DLSS, to the point actually that unless your pixel peeping it shouldn't be an issue and FSR 3 is just around the corner it seems. However, might all be a moot point since you have a heavy focus on RT. I don't really see a point performance wise in the 4070 ti and below. You would want the specs of a 4080 or 4090 and yes.. it will cost you an arm or a leg.. So my take would be.. either pay up for the proper performance or readjust your focus(RT).
EDIT: I would like to add that a 4080/4090 will be bottlenecked in traditional raster in some cases. But since the focus is RT, there really isn't many gpus from nvidia worth talking about and RTG at this point is out of the picture(outside of a few AMD sponsered titles).

. I missed your following posts. A tip for your 5800x3D is to get a offset bracket for your AIO. I run mine with an offset bracket and a 240 AIO from arctic freezer. Works like a charm.
