Cheapest. 2x2 treated timber stakes. Knock them in then screw the original boards to them. Softwood sleepers are £20 for 2.4m, Oak around £40. Scaffold boards can be had for £12 up here
I'm with the others on this. The "fence" looks to be in ok condition so just hammer some stake in and screw the existing boards to them. Any solution other than sleepers or bricks/blocks will require stakes to keep it up anyway.
