Are the clocks dropping and unused cores sleeping at idle?
Yes, they are all dropping.
I don't know what is causing it.

What is the returns like at OCUK?
As although the processor isn't unstable the CPU temps are really high.
Can I buy another one and then replace and send mine back for refund?

It is a bit of a head scratcher. The CPU seems to be doing what it should at idle.

Another thing to maybe point at would be the cooler itself. Not sure if you've mentioned whether it's a new cooler or not but things like idle fan/pump speeds might be worth looking at. A less likely scenario if you've already had the cooler working ok on another CPU.

Don't forget to install the driver as noted here from Techpowerup:

"AMD's Ryzen 9 9950X3D processor with 16 cores, 32 threads, and 3D V-Cache is an exceptional content creation and gaming workload machine. However, MSI's proprietary BIOS features reportedly enable substantial performance headroom beyond stock settings. MSI's latest internal testing confirms that specific firmware configurations can deliver up to 14.5% performance improvements in demanding titles like Monster Hunter Wilds. The performance uplift hinges on firmware update, with MSI recommending the installation of chipset driver v7.01.08.129 or higher, which includes the critical AMD Application Compatibility Database driver. Users who update to BIOS versions featuring AGESA 1.2.0.3 or newer may encounter an "Unknown Device" in Device Manager, which can be resolved by installing the AMD Application Compatibility Database driver included in the latest chipset package. When paired with AGESA 1.2.0.3+ BIOS implementations, this configuration yields measurable framerate improvements of approximately 10% in Metro Exodus and 8% in Far Cry 6 at 1080p resolution compared to legacy firmware".

9950X3D is great for ITX. Did a quick and dirty PB0 -20 CO.

To get the same CB23 score: 227W vs 501W compared to my old KS.

Obviously a better binned KS would use less power, but still impressive.

Has anyone gone from 7950x to 9950x3d? I enjoy having the additional cores for work but I do feel like it would be nice to have the x3d part for gaming. Tempted to sell the 7950x and put a 9950x3d in.

I did. Haven't really done much gaming yet but I know the difference won't be huge when gaming at 4k 144Hz. The one surprise so far is encoding in HEVC, the 9950x3d completed the same encode in about 30% less time, which I did not expect.

Quick question..
What are the idleing temps for people?

My 9950X3D is idling at 50-60c and 70-75 under load.
Replaced the thermal paste twice and always stays around the same.
The chip isn't showing any signs of being faulty but never had a CPU idle at such high temps - My 9950X idled at 30-35c
Currently getting 51c idle, 62c heavy gaming load, 89c benching

Thats with Themalright Phantom Spirit cooler and Themalright TF9 paste

I'm running an Asus bios set silent fan curve, but when gaming despite the chip only being 62 degrees I'm finding the cpu fans way too loud at times as they go well over 1000 rpm, not quite sure what I can do about it.

I suspect the mobo is still training the cooler (if this actually has any real effect), although my temps have dropped a bit in the last week since install, which could also be due to the thermal paste bedding in.

So my chip is running very hot..
My 9950X ran at the temps you are getting - I have ordered some thermal qgrizlly.
My cooler is the CORSAIR iCUE H170i ELITE LCD XT.

I am not sure if the chip is faulty as shouldn't be running at those temps.
Have you removed the stock CPU holder and replaced it with a shield ? I ran into a similar issue when I upgraded to a 9800X3D ; once I removed the shield idle temps settled to around 40 degrees C.
