Done it twice again, so 3 times in total.
Always idles at 50 - 60c
Also re-installed Windows.

What are you using to measure the temperature, and if you have more than one available temp, which one?

HWMonitor to measure temps and the one built into Corsair iCue.
Package temp in HWMon? I only ask as there can be big variations between the different temperature sensors in the CPU.

Tried that too - Idleing at 63.7C
CPU Usage hasn't gone above 7% usage in 5 mins.
Minimum in the 5 mins was 59c the highest was 68c

Are the clocks dropping and unused cores sleeping at idle?

Yes, they are all dropping.
I don't know what is causing it.
What is the returns like at OCUK?
As although the processor isn't unstable the CPU temps are really high.
Can I buy another one and then replace and send mine back for refund?

It is a bit of a head scratcher. The CPU seems to be doing what it should at idle.
Another thing to maybe point at would be the cooler itself. Not sure if you've mentioned whether it's a new cooler or not but things like idle fan/pump speeds might be worth looking at. A less likely scenario if you've already had the cooler working ok on another CPU.
Try uninstalling iCue. I have had the exact same thing happen to me with iCue and also LConnect. Also while idling at 7%

I did. Haven't really done much gaming yet but I know the difference won't be huge when gaming at 4k 144Hz. The one surprise so far is encoding in HEVC, the 9950x3d completed the same encode in about 30% less time, which I did not expect.
Currently getting 51c idle, 62c heavy gaming load, 89c benching
Thats with Themalright Phantom Spirit cooler and Themalright TF9 paste
I'm running an Asus bios set silent fan curve, but when gaming despite the chip only being 62 degrees I'm finding the cpu fans way too loud at times as they go well over 1000 rpm, not quite sure what I can do about it.
I suspect the mobo is still training the cooler (if this actually has any real effect), although my temps have dropped a bit in the last week since install, which could also be due to the thermal paste bedding in.

Have you removed the stock CPU holder and replaced it with a shield ? I ran into a similar issue when I upgraded to a 9800X3D ; once I removed the shield idle temps settled to around 40 degrees C.
