Hopefully with NVIDIA ramping up more and more, more will flow to Gigabyte and GIgabyte will allocate more here, the waterblocks are also pretty scarce as well.

Honestly I don't need it for anything. The only game I ever play is league of legends. Which any setup older than 5 years ago could have handled easy then. And as much as I love to tell you it is for some unique and niche use case that another member thought the simple answer is I love collecting stuff and building pc's in my spare time. Usually I don't finish work till late so there is not much for me to do at 10pm onwards so I spend my time tinkering with pc parts.I have to ask, what on earth is this for?

When that place gets stock, does it usually cost the same as the OOS prices on the site, or more?

The same as the OOS price, although:
1) Some cards have never been in stock (as far as I know)
2) The price can increase before they come back in stock (the windforce wasn't always £2.5k)
I think as soon as a shipment is confirmed as coming in, the price is adjusted, but I could be wrong.Yeah, I'm only asking as the Suprim LC, Aorus Master, and Astral prices look far more reasonable than other retailers IF they were to sell them at that price.
