The architecture of Freely relies on television technology i.e. being able to store a list of channels, request schedules, etc. It also is built on a standard called HbbTV which has to be integrated with a TV device for similar reasons. As the user comments say, why not just code an App for smart TVs to install?
So at present the platform couldn't simply be ported to phones, sticks etc as they don't provide those TV and channel based interfaces to the app.
In terms of installing it on existing smart TVs, they generally won't have the right combination of HbbTV integrations and stuff. Basically Freely uses the very latest spec so most TVs aren't compatible.
As the article and Tim Davie suggest, Everyone TV are very much looking forward to making it as accessible as possible, but it's not nearly as simple as the "Give us an app!!1!" people realise. This will take some years to establish itself as the new broadcast technology, just like streaming apps on smart TVs did, and digital TV did before that. It's about setting up the standards in order for them to become ubiquitous in time.
