I'm genuinely wondering why you're avoiding the jap stuff. A used Jap 125 will last you ages and you'll sell it for marginally less than you bought it for. If it's for financial reasons, just buy one that's a bit older / higher mileage and use that. Kymco / Zontes / Sym / Lexmoto / whatever might not necessarily be crap bikes, but you'll lose a ton more on them.

They're either new (and therefore expensive) Or ones in my range are trashed and rusty as hell, or don't pass MOT
 
Is it possible to bring down a motorbike down a step or will bottom of engine/frame touch the ground? 17cm height and 67cm depth.
yes you can lower them usually, the question is do you really need to? I'm a short arse with little legs and I've never had an issue with the height of any bikes I've ridden.

It's just to take it down from the elevated location back gate to the garden, for cleaning and maintenance etc. as back gate path is narrow and don't have space around the bike to do that
