1% Low FPS Drops with 5090/9800X3D

Are you using MSI Afterburner or anything that monitors system/GPU power.
Its a bit of a random issue, but POWER monitoring specifically has been a cause of stuttering in some platforms for quite some time (with reports going back to the middle of last decade, was mentioned in some Nvidia driver update reports too at the time).
Maybe try uninstalling ALL your monitoring software that is running in the background, just have MSI Afterburner, but explicitly got into the settings and turn off power monitoring on the power tab and reboot; incase you're system is just being polled either too aggressively, or to a part that is not taking it well.

As above, you're kinda trying to work through and eliminate things as you can now; given the CPU has been replaced.
It'd also be worth turning off everything in the background, including any monitoring apps - just to fully eliminate that from the equation too. I.e. just running steam + the game on their own.

Just finished a steel nomad run, didn't encounter any stuttering during the run but the score seems low at 14,987
Hmm, I do honestly wonder if you're just having some extremely bad luck with your choice of game engines and the current known to be dodgy driver issues people have had recently with multiple releases?
If you have any older games in your library, that you know run perfectly well on past hardware, reinstall and test them - then you can put it down to it just being a driver issue, IMHO.

It’s been the same one between formats as the other one is a slower nvme. Would you recommend I try reinstall windows on the other drive and see how it performs then?

I’ll install dead by daylight and see what it’s like on there as that’s one of the older games I’ve got in my library besides the Batman Arkham games

I’ve even gone as far as to roll back my driver to version 566.36 as that’s what people online were saying was stable but I’ve still been having drops

Yeah, good shout.

I don't have personal experience with your series or card, but all I've heard is issues since release with various models/drivers, granted I haven't looked into it too much, as it doesn't effect me, but this isn't the first time we've had multiple dodgy drivers on release of new hardware, be it AMD or Nvidia.

So it wouldn't surprise me at all if it's just something stupid like that - which although sucks for you for now, means it's just a software issue that can be fixed, it's just a matter of when. Which is infuriating given you've bought a very expensive shiny new top end GPU, so I feel for you on that one mate!

I had a friend recommend that to just buy a 3XS system from SCAN UK if I was able to sell off my 5090 and be fully covered for every single component in the event of stuff like this where it's unsure if it's software or hardware but selling a system of these specs is dificcult as it's so expensive

Worth a try or trying your current nvme in a different slot, stutter is pretty much the boogie man of the pc gaming world can be caused by so many different things.
