That's poor advice to give. Sure if you're computer savvy, don't frequent dodgy sites or download dodgy files then you probably won't get infected. But how does that help with day 0 exploits or maybe exploits in popular software you use that you cannot use? It's good to have an extra layer of protection and the pros of an av far outweighs the cons.
Never had issues with Avast, never had issues with Steam + Avast...
Or just don't use anti-virus software. I haven't for 2 years and I'm still running fine on the same OS install.

Fix:
1. Uninstall Avast, awful anti-virus.
2. Install Microsoft Security Essentials - great anti virus, doesn't give as much protection as others when it comes to idiots using PC's, but so long as you don't go on obvious malware sites, you'll never get any attack or virus on your machine.
3. ???
4. Profit.
Seriously, I really think that a full anti-virus program is just a way of shouting out 'I HAVE WEIRD SEXUAL FETISHES, I NEED PROTECTION FROM NASTY SITES PLZ'.
Don't do this. How on earth can you think this a good idea? How do you know you haven't got any viruses without an antivirus program installed? Not all Viruses do anything obvious you know...
And yes, I had this problem too. Added the Steam directory to the exclusions list and repaired the steam install.
