If anything that should put people off NVidia, there's no reason for that to be locked down anyway and it's a kick in the teeth for quadro buyers.
Suppose this will be only for the later TX pascal card not the earlier one .

Titan cards aren't advertised for use in professional applications, so no, there was never a need to unlock that performance."Unlocking 3 x more performance" that should have been done from the get go, I wonder how many other parts/features of the GeForce family they leave disabled until they see a real need for it.
Not really, You buy Quadro for the support and thoroughly tested drivers, In general minus the extra memory, Quadro cards are identical to their GeForce counterparts.
How's it simplistic? The feature could have been enabled since release but because AMD are releasing cards NVidia feel the need to start enabling features that are locked for no reason other than greed.
There's no doubt people out there who've went for Quadro cards for Maya that could have carried their work out just as well if the Titan had that function enabled for way less money, you can even install Quadro drivers on Geforce GPU's if you want stability rather than gaming performance.
