We're sadly not under any instructions from ASRock or AMD to replace either the motherboard or CPU unless faulty as per normal warranty terms.

"No, we're not saying it's an AMD issue. We found that it should be related to our BIOS setting — that's the PBO settings, Precision Boost Overdrive. More technically, we adjusted two main settings in PBO. One is TDC (Thermal Design Current) and the other is EDC (Electrical Design Current). We found that our original values for these two settings might have been too high. So now, with BIOS version 3.25, we lowered the PBO values. No response since asking
Did you ever manage to get a better response from scan? I'm having a similar problem with my 9700x that's currently struggling to boot from cold. ASRock have advised me that the CPU is damaged and that I need to RMA it. However, scan don't seem to understand how a motherboard that functions normally in general use, and would pass any RMA checks, is likely the cause of the CPU degrading.
 
I had to return my cpu direct with AMD as i had lost the retail box.
Very easy to deal with and a really fast turnaround with them.

I didn't try to contact Caseking about my mobo but wont bother using it again just in case.
I went with a Gigabyte b850 aorus elite wifi7 ice so hopefully no issues down the road.
