I have the hugest illogical fear of hospitals and doctors . I mean i physically am sick at the thought of having to visit either of them, and don't get me started on overnight stays and visiting relatives in hospital!

They do after all gain very little but it takes real effort to tip people off, but thieving is an instinct for some people and they just take opportunities
If those are the %'s that the system (automated & impartial by design) throws up, then surely it's the beginning of recognition that certain people are more likely to commit certain crimes.

I have actually been on the oposite end of the paypal fees. Basically bought an item (for £3) didn't pay the paypal fees he was demanding and he sent the item by the lowest postage service possible. Thereby making over £8 on postage - I paid £12 and it only cost him £2 plus a bit of gaffer tape...
