I nearly ended up with one and would have posted

I bought one. Yes I am cheap but what the hell it's still a 1070. Anyway the blower is actually very quiet and works at about 53 to 57 percent in a game. Once the speed goes above that (using afterburner to test it) then it will get a bit loud, although nowhere near the volume of my previous blower 970 Palit.
However my card is in a cramped mini itx case which is located in a closed cupboard so my machine tends to run quite hot. This means that the card will initially boost to around the mid 1700's for quite a while until the heat gets too much and the Temps hit 80 C. Then it drops off to just the standard base clock. That said though the card never exceeds this temp (which is similar to how my 970 used to perform, hit 80 C and stay there).
So the blower seems okay, but that's hard to judge due to the place where my computer is kept and it's lack of airflow.
 
hmm never had that with any other card :(, I wish I could get 2000 lol..the card used to get to 1974..but no more...

It's absolutely intended and is a power saving feature, also if you really care about round numbers you can just overclock it yourself - if it boosts out of the box at 1974 it means you should easily reach at least 2050. :D

If you ever felt like it a G10-H55 would be a massive improvement on all fronts (at least that's what I would do, not being comfortable having the card behave like that).

Well it used to get to 1974...but only for the first few days ...but yeah I'll try and see about over clocking at today I think :).....not a clue where to begine though lol

If you ever felt like it a G10-H55 would be a massive improvement on all fronts (at least that's what I would do, not being comfortable having the card behave like that).

It's certainly something I will consider. I'm also seriously considering changing my mini itx case (a coolermaster elite 120) as it's airflow is pretty poor. I do use a radiator CPU cooler (which required me drilling out the cases Hard disk cage in order to fit) but the whole thing runs quite warm. CPU under gaming load is about 60-65C (4690k clocked to 4.2ghz).
As for the card though. Well it's very long and PCB is actually a full length one like the FE editions. In fact the whole thing kind of looks like a standard FE board with their own cooler put on it. Which it probably is.
Still it's got a 2 year warranty. Oh and Idle temps are 35C at 27 percent fan (auto setting). I think the temps get very high simply because the card is blowing out hot air and then sucking the air in again.

Oh and I just took the top off my case and watched the temp drop to 73-75C and the boost on constantly. The case top was boiling hot. No wonder the card was hitting over 80.
Basically I need a better case.

I let my fan hit 100 as it also keeps my mobo cool. Much quieter than my 970 zotac gaming (twin fan)

Doesn't bother me and is a small price to pay to be able to have my PC in the living room.

Can you let me know how it is please? I'm wondering if the fans stop at idle, I have the ocuk version of the 970 exoc 970 and there's always one fan on no matter what. thanks!
They don't stop at idle.

At idle, the card can not be heard, because the two fans run with just under 1000 r / min and thus are completely silent. Under load, the cooler can also be very convincing. There are still enough reserves exist, because we never got more than 1400 U / min speed, which are only 70% of maximum power. Up to 60% fan speed of the cooler is very quiet, then you can hear a gentle stream of air, but no noise, so absolutely succeeded. Here we have found a very good balance between volume and acceptable temperature.
