My guess would be Zotac AMP Extreme. Idle no fans. Load in low 60's Celsius and fan is low 30% so can just about hear it over case fans. Best cooler I have ever had.

The Palit Jetstreams are probably the quietest. Th zotac have an issue with the fans revving up and down so you either have to get used to it or create a custom profile which can mean running the fans at constant 40%. The Palit cards are super silent at no load as the fans do not kick in until the temp are 50 deg plus. Under load my fans are around the 30% mark and are inaudible over the case fans.

The Inno3D iChill Air Boss X3 1070 is also very quiet. The fans don't spin up at all when idling, only 30% below 50 degrees C and the most mine hit was 50% at 53 degrees C. Even at 50% it was more or less silent. Don't know what it's like at higher fan speeds as I could only get it up to 50% but I have it under water now.

Most of the cards I have had did suffer from coil/inductor whine in certain situations. Benchmarking (3D Mark), Menus ... With VSynch on the problem usually went away. I had a GTX 580 that had zero coil whine and my 1070 is also silent. So yes you can get a card with zero coil whine.
Saying that it's probably still doing it but outside of your hearing range.
Some PSU's, Monitors, motherboards can also exhibit coil whine.

Get it replaced - my old laptop started doing that - first it would occasionally corrupt on start up then started crashing while playing videos and then would start freezing up earlier and earlier just on the desktop til it was dead as dead.

I flashed flashed the bios with the OC version. It made no difference, so i flashed the original non-OC back. Think that would make a difference in an RMA?

Right now I can't hear it above the noise of the Corsair SP140's on the AIO cooler.

Not true. Revving is an issue yes, but that is an easy fix in afterburner with a custom profile. You can have it zero spin until 50C (or whatever you want to) and then have it go to 33% fan speed which is very low noise at about 1050rpm
Truth is from what I have seen probably 33% fan speed max is enough to keep card in 60's. Never seen the fan speed go above 40% with my fan curve
So yeah, if you do not mind running afterburner in background, I am confident the Zotac AMP Extreme with it's beastly cooler is the quietest card of them all

I concur, my AMP Extreme is idling at 40 deg C (fan off) which is slighty odd as it was idling at 50 deg C yesterday... and motherboard temp is 33. Load temp rarely goes much over 63 with the fan on 33-40%. My Fan kicks in at 60 deg C.
