I'd say the card is high end until more cards are released that pushes it down the hierarchy! At the moment, what is faster? Not much.

It implies that a 3.9Ghz CPU is somehow better off being run at a higher resolution, though. Just because a user would find themselves GPU-limited first(which happens 90% of the time at 1080p as well...) at a higher resolution doesn't mean that CPU isn't still there to stop them should they try and push performance to the same level as the person playing at 1080p.The lower resolution the lower the workload on your GPU. CPU workload doesn't change much with resolution.
So as you drop your resolution you're more likely to be CPU limited.
It's a really silly claim. I definitely recommend the person overclock their CPU if at all possible just because you can and it's cheap, but to say that a 3.9Ghz Haswell i7 is 'too slow' for 1080p is absolutely laughable nonsense.
