My cpu cooler tower was loose and I reinstalled it with new thermal paste and more securely

I just recently upgraded my xfx rx 5700 xt to a sapphire rx 6800 xt, I also upgraded my storage and treated my gen 3 ryzen 7 3700x cpu to a new aio cooler. It wasn't the most expensive aio if I'm honest (jonsbo TW2-360 pro aio cooler) but it was to replace the amd rgb wraith cooler...
So went through a lot of junk i had laying around found enough to build a tower, got it all up and running (I7 6700k gtx 1080 16gb 2400mhz) but cpu temps are running high while gaming.
Tried and checked..
Checked voltage 1.24x not overclocked.
Tried water cooler
Standard intel fan
Huge fan...
I have a Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz. Not sure if that is good or not. I play GTA V. although I struggle to reach 30fps, it is unplayable. my CPU is also at 100% usage. I have a good GPU, Geforce RTX 3060, just wondering what I can do to improve performance and reduce CPU usage? Thanks.
