As said above, software readings are frequently inaccurate, if you want to be sure then a multimeter is the way to go but generally I'd say that if the system is stable then I wouldn't worry too much. :)

I wouldn't trust that with a barge pole, all 3 rails are wrong, and notice how the 12V and 3.3V are exactly the same!

If you want to get the true reading stick a multimeter in a spare molex from the PSU :)

Don't trust the software, the power supply also measures it's own voltage via sense cables and can compensate the output if required.

how much are these multimeters?

You can get them from £5 and up depending on the features you need. Most will come with settings for measuring ohms, voltage and continuity, the more expensive ones handle things like frequency and logic.

I've come across this with the 12V speed fan reading. With just a 4 pin plug in the 12V CPU power socket I get a 12 volt reading but with the 8 pin plug plugged in the voltage reading rises with load on the system.

logic? What is the logic of a psu lol.

It's used in digital circuits to test if an ouput is on (high), off (low) or floating (somewhere in between). Not exactly relevent to power supplys as they don't often feature a lot of digital circuits.
