Better design/quality boards were capable to it.
But PCIe v4 support was available only in beta BIOSes before AMD removed it from B450/X470 boards in newer AGESA to avoid consumers messing which boards have it.
Ah I missed that and what board he was running, could easily explain some issues as if it's not properly implemented in the bios or was running beta implementation that would explain it
Op has already said PCIE 3.0 is stable so if op really wants PCIE 4.0 maybe a motherboard upgrade is in order...
