Well yes I would agree with the weather and largely the lower income. Work ethic certainly I wouldn't agree with, and I'm not sure I'd agree with the diet thing anymore, although I'm sure there are statistics to prove me wrong.I'd agree with the weather/poor diet/lower income.

I love the word "extracted" when used in the contect of tax collections - conjures up an image of lying back on a dentists chair with a tax collector leaning over you with his knee on your chest forcibly removing £5 notes from your wallet.
