I own a 2080 Ti like the person that replied to you and that is BS.

A 2080 wouldn't even be close at highest presets.

Keep in mind 3440*1440 is 1.34x the number of pixels of 1440p and so performance would be 25% lower than in benchmarks below at 1440p.

I have played RDR2 and COD on a mix of high to ultra and it's well over 60fps for me. You don't need a 3080 to play the newest games with high fps.

My 2080 plays everything 3440x1440p 120hz. There is no need for power hungry 3000 series

Sounds like you actually need something better to get 120hz. Especially without turning down settings.

But anyway, RDR2 has some crazy settings. I don't think it needs many things maxed to look incredible.
