Typo? You are asking about 2 3600 kits with different timings right?

4600 would decouple and lose 1:1 with the IMC. (I have not heard of any zen parts reaching 2300 on the IMC)

Zen can do ddr4 4600, its that the infinity fabric cannot do 2300 so wouldnt be 1:1.
My 5800x boots at 3933/1967fclk but its buggy as hell. 2000 is a complete no go and 1800 / dddr4 3800 works great.
Intel seems the way to go in terms if ddr and fclk e.g. 2300 flck / ddr 4 4600.
Timing would probably be worse though, cl16 at a big push, cl18 or 20 more likely at which point latency will take a hit
