All power options are located in: M.I.T -> Advanced Voltage Settings -> 3D Power Control

If you want have the same Vcore in bios and Windows set "Vcore Loadline Calibration" to Extreme.

incorrect. Power saving options are located in M.I.T -> Advanced Frequency Settings -> Advanced CPU Core Features.

The loadline calibration, doesn't necessarily work like that either. It basically adds a defined amount of voltage on top of whatever your vcore is set to, to attempt to counteract the vdroop on your motherboard. So depending on how bad the vdroop is, you can set it higher, or lower. My motherboard for example, requires loadline calibration to be set at Turbo for my vcore to remain stable under load. (I actually get about a 0.005v boost, which is fine. Much better than having it drop significantly, messing up my overclock)

Edit: wait, I see, you're talking about the 3D power options. My bad, I thought you meant power saving options.
