3600x upgrade worth it?

Yeah but you list all cores when you check the CPU usage. Check their usage levels.

If the GPU is at 100% (which it should be) then it's still a bottleneck. My GPU is always at 100% but I'm happy with the performance so I don't upgrade. When the FPS gets too low then a GPU upgrade is needed.

The key is knowing what the FPS is currently and whether it's too low or not. Too many people simply ask "is it time to upgrade?" without even checking.

You might want to rethink that upgrade strategy. One core at 70-80% load is sailing too close to the wind. You could be a service or two away from tanking performance.

Depends on what you are playing and resolution target. 4K will saturate most GPUs regardless of CPU. Depending on the game, CPU can help with frame time consistency. If you are leaning on a lower resolution like 1080p then CPU grunt becomes more important.
 
I think it depends on a case to case bases. In your case as some have already said you will be better upgrading your GPU.

I am on this CPU too and I was absolutly fine until I moved from a 3070 to a 7900XT, then the CPU started to bottleneck and now I am looking to upgrade CPU as well. I hope it helps
